David Carlucci brought over 100 American flags to Leo Laders American Legion Post 130 for an American flag retirement ceremony Saturday. All unserviceable American flags were properly and respectfully retired in a special Flag Retirement Ceremony. Carlucci has been sponsoring an on going flag collection program at the Town Clerk's Office. This program has allowed hundreds of flags to be retired in the proper manner.

Free Thyroid Cancer Testing!

Project Chernobyl will be in Rockland County for a day of free thyroid cancer testing on May 6th 2010, all day, at the JCC, 450 West Nyack Rd, West Nyack NY. Anyone interested must make an appointment with Assemblywoman Jaffee’s office. They can email jaffeee@assembly.state.ny.us (write "thyroid test" in subject line) or call 624-4601.

Rockland has one of the highest thyroid cancer rates in the state and is among the highest in the Nation. Project Chernobyl is headed by a preeminent physician, Dr. Branovan, who reads all of the test results. The hope is that Project Chernobyl can gather enough data to justify a long-term, in-depth study to find out the cause of Rockland's high rate. Dr Branovan states “there is no way to pinpoint any one cause at this time. Indeed there could be several”.

The good news is that thyroid cancer is highly treatable. Dr. Branovan states “that it's close to 99% curable”. I made an appointment for myself and was told that it only takes 10 minutes!

Help Clarkstown Get High-Speed Internet!

Clarkstown is one of more than 1,100 cities and towns across the U.S. that have asked Google to speed up their Internet connections as part of the company's "Google Fiber" project. The search-engine giant says it will build the infrastructure for affordable, ultra-high-speed Internet connections in one or more communities, with the hopes of serving 50,000 to 500,000 people. Google plans to choose the winning community or communities by the end of the year.
In Clarkstown, we submitted a thorough application and in part of that process they ask that we show strong community support. Clarkstown Town Clerk David Carlucci has been making it possible for Clarkstown residents to participate in several recycling programs. There are many Earth Day projects happening this week, but the Town Clerk’s recycling programs are ongoing, allowing residents to help care for our planet year round. Empty ink cartridges, cell phones, and old eyeglasses can be dropped off at the Town Clerk’s Office, 10 Maple Avenue, New City. Proceeds from the recycling of the ink cartridges and cell phones will benefit local non-profits and the eyeglasses will be recycled by the Lion’s Club to help those in need. Rather than having all these unwanted items filling up our landfills, imagine how much good they could do, simply by dropping them off at the Clarkstown Town Clerk’s Office. Carlucci has also made a huge impact on the amount of paper the Town of Clarkstown consumes. By emailing all of the Town Board Minutes/docs and having the Town Code easily accessible and searchable on the Towns website, Clarkstown has reduced its paper usage substantially! On January 10, 2010, a Swearing-in Ceremony took place at the Congers Fire Department. Surrounded by their families, the officers took an oath to protect and serve the people of Congers. Food Allergies!

Each year, food allergies send about 125,000 Americans to emergency rooms. Most of those serious reactions occur in schools and restaurants, not inside the food allergy sufferers’ own homes. This underscores the serious lack of information among the general public about the dangers of food allergies. Could you imagine if there was a similar absence of knowledge about heart attacks or CPR?
Children, who can be unaware of the daily risks posed by the things with which they come in contact, are especially susceptible to the dangers of food allergies. It is often up to the adults in their lives to prevent situations that could trigger reactions. But when the adults are similarly unaware, even schools and playgrounds can suddenly become potentially hazardous minefields. Food allergy sufferers must rely on the actions and knowledge of others who, say, sat at a restaurant table before they did, or used the handrail on the escalator ahead of them—even touching a trace amount of allergen could, in some cases, provoke a life-threatening reaction.
It may surprise you to learn that the number of American children under age five with food allergies doubled from 1997-2002. Now those students are in our school system – and they require extra attention and care. Schools must hire specially trained health staff, sanitize supplies and classroom implements, and of course make extra considerations when planning school menus featuring basic items like milk, eggs, and wheat. (In some cases, children with food allergies are herded into separate dining areas.)
The Government has allocated only $17 million to the research and study of treatments to prevent these allergies. For comparison, attention deficit disorder, which doesn’t have a casualty rate, receives $107 million toward research. It has become apparent that not enough Americans know about the importance of this issue.
However, there is some good news. Researchers believe that they are only about ten years away from discovering treatments or even cures for food allergies if they are able to continue their work.

Clarkstown Town Clerk David Carlucci has long been a proponent of getting eligible citizens out to vote. In the 2006 election, 18-29 year olds represented only 13% of all votes cast. This is a steady increase from previous years, but more of America’s youth need to get their voices heard. In an effort to increase voter turnout, David Carlucci is making the voting process easier via a type of technology used daily. Now, finding out your polling location is as easy as using your cell phone to text a message. The same text-messaging service on your mobile phone that you use to send messages to friends like, “Where r u?,” can simply be used to help you ROCK THE VOTE! Trailblazing Clerk Saves NY Money!

Clarkstown Town Clerk David Carlucci has made it a goal to make his office as efficient as possible and is always striving to find new ways to do so. As the Records Management Officer (RMO) for Clarkstown, it is Carlucci’s duty to eliminate wasteful government spending. As such, he has worked with the NYS Archives to modify its Record Retention and Disposition Schedule (MU-1). The MU-1 is used by municipalities statewide to determine how long they must retain their records before they may be disposed of legally. One can imagine the enormous amount of paperwork that is created, filed and stored, often with exorbitant storage fees, across our state, as not all documents are created electronically as yet. According to the MU-1, municipalities throughout New York State were required to maintain all Parking Permits for People with Disabilities for three years after they expired, even temporary permits that are only effective up to 6 months. That means that RMO’s have to maintain old paperwork even if the resident renewed their permit and submitted new medical forms, moved, or even passed away. The old paperwork was useless once the permit expired and having to maintain the records for three years past the expiration is both labor intensive and cost prohibitive. Carlucci appealed to the NYS Archives to eliminate this requirement, and is pleased to announce that the appeal was granted, so that statewide, the unnecessary use of manpower and needed storage space to process expired paperwork will no longer be part of the MU-1. Carlucci stated, “In a struggling fiscal atmosphere, every government official must be vigilant in cutting wasteful spending. Just because something has always been done a certain way, doesn’t make it the best way. We can’t fix 21st century problems with 20th century solutions. Clarkstown Town Clerk David Carlucci believes setting up mobile offices in different locations throughout Clarkstown will serve as a further convenience to the residents of Clarkstown, so that they may complete multiple errands at the same time.

Evening Hours!

It seems there is never enough hours in the day to accomplish everything we need to get done. More and more, our work hours encroach upon our personal time, leaving the weekend to rush around, robbing us of what little time we have for family and relaxation. To make matters worse, many errands require taking time off from work, costing us either personal or sick time. Therefore, I am pleased to say that the Clarkstown Town Clerk’s Office offers evening hours on the nights of the Town Board meetings, the next evening hours will be Tuesday October 20th as we will be open until 8pm.
My mission has been to make the Town Clerk’s Office more accessible to the residents of Clarkstown. Offering evening hours enables residents to avoid the inconvenience of having to take off work simply to avail themselves of the many services we offer. This can be a particular nuisance for couples seeking a marriage license, since it necessitates two people leaving their jobs just to apply.
Tuesday October 20th the Clarkstown Town Clerk’s Office will remain open until 8pm. My goal has always been to improve the lives of Clarkstown’s residents, with the extended hours being an integral component of achieving that goal.

Clarkstown Town Clerk David Carlucci is opening the Town Clerk’s office extra early on September 14, 2009, at 6a.m., to help busy residents take care of business at the clerk’s office. In addition, the early hours will help accommodate those that wish to purchase a Lifetime Senior Sportsman License before the upcoming rate increase. Newly adopted state legislation has approved an increase in sporting license fees for this fall and has increased the senior age to 70. Therefore, if you are 65-69, you can buy a Lifetime Senior Sportsman License for only $50, but if you wait until next month, a Lifetime Sportsman License will cost you $765!

Personal Democracy Forum 2009

Last week I had the good fortune of attending the Personal Democracy Forum (PDF) with more than 1,000 top, technologists and entrepreneurs to network, exchange ideas, and explore how technology and the internet are changing democracy, and society. Google awarded me with a fellowship to attend this conference free of charge. At PDF I met with many influential people leading the way in the technology field. One of the great things about a conference such as PDF is that it is a great way to learn about new IT tools. As Town Clerk, I am always amazed by how often newly deployed tools take so long to be utilized by government. I know that government moves slow for a reason, and sometimes, that may be good. However, I believe that by embracing new web 2.0 IT tools, we can reduce the cost of government, and at the same time, make it more transparent and accessible to the public.
A speaker of most interest to me was Vivek Kundra. Vivek Kundra is the Chief Information Officer for the United States. Kundra’s job is to manage what will be $76 billion in spending to maintain 10,000 government systems as well as 800 active projects to build major new systems for the federal government. I was very happy to hear that Kundra is a fan of open source software and may one day declare it "safe" for federal consumption. While many agencies use it, many people that do not know much about it will tell you that it is not a great idea. In most cases, this is due to a lack of understanding about computer security. I personally believe that if we can get our state and local governments to start using more open source software we can save the taxpayer a good amount of money and at the same time improve efficiency at the local level.
Kundra also released a new IT Dashboard available for public consumption at www.it.usaspending.gov. This is a really interesting site for anyone interested in open government. The IT Dashboard is a new website enabling federal agencies and the general public to view details of federal information technology investments. July 4th 1774: The Other 4th of July!

Every American knows the significance and importance of the 4th of July. It is the day our forefathers officially declared their independence, thereby breaking the ties between the colonies and the mother country forever. However, how many Americans know the significance of the other 4th of July, the one that took place two years to the date before the signing of the Declaration of Independence?
Rockland, then part of Orange County, has always been notable for being a hotbed of revolutionary happenings. Major battles took place on our soil and vital supplies and troops passed through our county on their way to war. One famous, or infamous, location is Tappan’s Yoast Mabie’s Tavern, currently known as the Old ‘76 House. I say infamous, for this is where Benedict Arnold’s conspirator, Major John Andre was later confined. Nonetheless, Yoast Mabie’s Tavern should be remembered for another pivotal event, the adoption of the Orangetown Resolutions.
On July 4, 1774, the seeds of dissent were sown, when a meeting of the freeholders and inhabitants of Orangetown and the Province of New York took place at Mabie’s Inn and a precursor to the Declaration of Independence was adopted. While the Orangetown Resolutions stopped short of declaring war, they were probably deemed just as treasonous by the British. Although they declared themselves to be “true and loyal subjects” to the king and were ready to “defend his crown,” the Orangetown Resolutions called for a cessation of all exports to and from England and the West Indies. They felt this was their only way to protest Parliament’s taxes and for shutting the port of Boston.
So, as we watch our fireworks, enjoy our barbecues and otherwise celebrate the brave men in Philadephia who declared our freedom and liberty on a hot July 4th in 1776, let us not forget the brave people of Rockland who took the first steps to achieving that liberty. Though the dates may be coincidental, the 4th of July, 1774 should be remembered and honored by all Rocklanders, indeed, by all Americans.

HELP OUR ANIMALS & HELP OUR PLANET!

Did you know that millions of new printer cartridges are sold each year and only 5% of the empty cartridges are being recycled? That means 95% of them end up in our already-limited landfill sites as trash. By recycling our used ink cartridges we will help to save our natural resources. Incredibly, just to make a new ink cartridge, utilizes 2.5 ounces of oil and the plastics used in their manufacture can take over 1000 years to decompose! According to the EPA, fewer than 20 percent of cell phones are recycled each year, when recycling just a million cell phones reduces greenhouse gas emissions equal to taking 1,368 cars off the road for a year. We need to recycle today for a cleaner tomorrow.
Combining my concern for our environment and for animals, I am pleased to announce that the Clarkstown Town Clerk’s Office will be helping to do its part to raise funds for the Hi-Tor Animal Care Center. Residents of Clarkstown will be able to drop off their empty ink cartridges and old cell phones to the Town Clerk’s Office at 10 Maple Avenue, New City. Through a joint effort with a recycling center, the Hi-Tor Animal Care Center will receive a donation for every recycled ink cartridge.

The Hi-Tor Animal Care Center of Pomona, also known as the Hi-Tor Animal Shelter, is supported largely by private donations. Their mission is to provide temporary care and shelter to lost, abandoned, and unwanted companion animals. They also provide a humane education program in order to promote kindness to all living beings. The Hi-Tor Animal Shelter strives to make this a better world for both animals and people. Funds from this program will help offset general costs, which include animals in their care and other animal welfare programs.
I think this is a wonderful way of both helping our environment and helping the Hi-Tor Animal Care Center in their efforts to care for Rockland’s animals. Rather than having all those empty ink cartridges and old cell phones filling up our landfills, imagine how much good they could do, simply by dropping them off at the Clarkstown Town Clerk’s Office. Lets Count New York!

The census is a great source for information, including data beyond the population. According to the 1800 Census, Clarkstown had a population of 1,806, but the census also provides data that 149 of those people were slaves. The 1860 census revealed Clarkstown had 876 swine versus 677 horses. Census records also tell us 558 men from Rockland County fought in the Civil War. The 2000 Census revealed that Clarkstown’s population had grown to 82,082 and 16.7% of the residents were foreign born. It will be interesting to see what the 2010 Census will reveal.
New York State has been continually losing congressional seats in each census since 1940. That’s because our congressional representation is apportioned based on the population of our state compared to the population of the other states in the union. Even more alarming is the fact that federal funding for services to our state is based on census data, so lower population numbers being counted by the census translate into less money for New York. The next U.S. Census is set for 2010, so all New Yorkers need to be counted to make sure we have our proper representation and funding. The 2010 Census is simple and safe, 10 questions, 10 minutes – no more long forms. Census Day is April 1, 2010, so let’s count New York!
It is vital that everyone gets counted; otherwise New York stands to lose more seats in the House of Representatives, but that is not all we can lose. Every year, more than $300 billion in federal funds are awarded to states and communities based on census data. Census data also helps local governments in determining how to allocate funds for community projects. If New York is your primary home, only submit the census sent to that address, to keep funding allocated to our own state and to keep your voting power intact.
Census literally means an official count of the population, which the U.S. Constitution mandates being conducted every ten years. Since 1790, 22 censuses have been taken, and in March 2010, a simple questionnaire will be sent to every household in the United States. The questions ask you to provide information that is accurate for your household, which is completely confidential. The census counts all people living in the United States, regardless of citizenship, race, ethnicity or age. The U.S. Census Bureau cannot share an individual’s answers with anyone, including welfare and immigration.

Carlucci named one of nations top technology leaders

Clarkstown Town Clerk David Carlucci was recently identified by Innovation Generation as one of the nation’s top 100 Generation NEXT and Information Technology leaders. As such, Carlucci was invited to speak with members of Congress and other national leaders in the Information Technology field, to help in developing new ICT (Information and Communication Technology) services, broadband infrastructure and Internet applications for the betterment of our nation. Clarkstown Town Clerk David Carlucci will be sponsoring a seminar on dog bite prevention, in honor of National Dog Bite Prevention Week, at Clarkstown Town Hall, 10 Maple Avenue, New City, NY, on May 21, 2009, at 7 P.M. in room 301. Dog bites are one of the nation’s most commonly reported public health problems, despite being largely preventable. Alarmingly, 4.5 million Americans are bitten by dogs each year, according to the Centers for Disease Control (CDC). The other day I had the unique opportunity to meet our U.S. Senator, Kirsten Gillibrand. Senator Gillibrand was in Clarkstown to speak to residents about her experience in D.C. and where she thinks the United States is headed. Kirsten spoke for about a half hour and one of the main ideas that came across is how government must work efficiently to drive down the cost of government and protect middle class families from being overtaxed. I was very happy to see Senator Gillibrand acknowledge that she has supported legislation to protect Clarkstown families by providing tax cuts to help pay for college and allow individuals to deduct their property taxes from their federal income taxes. She also made a commitment to protect Clarkstown's families from the Alternative Minimum Tax (AMT). Since the AMT was never indexed to inflation, many Clarkstown residents are affected by the AMT. This is something that I strongly believe in and I'm happy to hear that our Senator believes she can help make a difference!

Clarkstown Town Clerk David Carlucci is known as a kind of high-tech wonk. His office has had a Facebook page for a couple years now. He helps register voters via text messages. He was taking government high tech before the Obama campaign found such success with Youtube.

But the 27-year-old — he won office at age 24 — also seems to appreciate history. You know, old stuff. So he sent in a letter to the editor/press release (he’s also really good at these…) congratulating the town on marking its 218th year. Today is the official founding date. Woohoo! Cake at Maple Avenue??? His letter, of course, points out all the technological advances that have occurred in his office, which can make life easier for Clarkstowners.

So, we share. Here’s Clarkstown Town Clerk David Carlucci’s letter, with slight editing for punctuation and style, on the 218th anniversary of the town’s birth

1791 saw a lot of firsts, the First Bank of the United States, the first U.S. mint, and the first establishment of Clarkstown, when it was incorporated on March 18 of that year. As both the Clarkstown Town Clerk and a lifelong Clarkstown resident, I am filled with pride in acknowledging the 218th birthday of Clarkstown!
Much has changed in these 218 years, not the least of which is that Clarkstown has grown from a population of less than 2,000 to nearly 85,000 people, making it one of the largest towns in New York. Clarkstown’s residents in 1791 could not have imagined the Clarkstown of today. Just getting to their Town Clerk was an ordeal, but with the advent of the Internet, many of our services are right online. Today, www.clarkstownclerk.com serves as a virtual office, better facilitating the needs of busy Clarkstown residents. I try to incorporate new technologies, such as podcasts, blogs, widgets, and text-messaging, in order to make the town clerk’s office as user-friendly and accessible as possible. Thanks to a state grant I was awarded to digitize Clarkstown’s records, which predate the Declaration of Independence, digital records allow instantaneous access, and not just in our town, but worldwide! More importantly, by digitizing Clarkstown’s records, I am making a commitment to the community that these historical records will be safeguarded and preserved for future generations.
Time may not have been kind to our country’s banks, but Clarkstown has fared well these past two centuries. Whether you look to our efforts to stay on the forefront of technology or the fact that we are ranked the second-safest place to live among comparably sized communities, Clarkstown is not just a great place to live; it is a place one can be proud to call home. I know I am. Please join me in wishing Clarkstown a Happy 218th Birthday!

Ice Fishing

With the temperature dropping as we venture deeper into winter, it is often hard to think of fun outdoor activities. However, one activity that we can only do in the winter, and often gets overlooked, is ice fishing. Harriman State Park might be one of the greatest places in the region to take part in this remarkable sport. Ice Fishing requires the same skill and knowledge as does open water angling. However, to be a successful ice fisher takes some study. First, you must familiarize yourself with the water to be fished, the equipment needed, as well as, proper clothing. Certainly, the most important thing to remember is safety. While ice fishing can be a very fun and rewarding activity, it also can be very dangerous if the proper safety precautions are not taken. The best places to go would be lakes, as running water will tend to freeze last and not be as thick as bodies of still water. As a rule of thumb, the State Department of Environmental Conservation states that more than one person should not venture onto the ice unless it is at least three inches thick, but of course, always use common sense and make sure you get your fishing license first. Working to Keep Grant Money in Rockland

In this time of economic crisis, Clarkstown Town Clerk David Carlucci and Rockland County Clerk Paul Piperato took a proactive step to help local municipalities secure grant funding, by co-sponsoring a Local Government Records Management Improvement Fund (LGRMIF) Grant Workshop. The purpose of LGRMIF grants is to help local governments improve records management programs. Carlucci & Piperato teamed up in order to get as much grant funding as possible to stay in Rockland County.
Grant funds are collected through County Clerk recording fees throughout the state. In order to keep funds collected within Rockland, it is essential that local municipalities apply for funds through the LGRMIF grant process. In other words, the money is available, but will either go uncollected, if grants are not sought or will go to local governments in other regions of the state, if Rockland officials do not take an active role in seeking these funds.
Carlucci stated, “Past workshops are what provided me with the knowledge of how to seek state monies to improve Clarkstown’s recordkeeping. That knowledge enabled me to acquire state funding for two consecutive grant cycles, and it is my hope that this workshop will do the same for others in the county.” This workshop worked with representatives from local school and fire districts, as well as municipalities, to learn what funding is available and how to effectively apply for it. Clarkstown Distributing Potassium Iodide

Supervisor Alex Gromack and Town Clerk David Carlucci have announced that the Town Clerk's office is currently distributing potassium iodide (KI) pills to the residents of Clarkstown. Potassium iodide pills are designed to fill the thyroid gland with iodine, which stops the thyroid from absorbing radioactive iodine (radioiodine). Radioactive Iodine is one of the elements that could be released into the air in the event of a nuclear accident at the Indian Point power plant. Supervisor Gromack stresses that the distribution of these pills is purely a preventative measure, which is being provided to residents at no cost. "The most important part of any emergency plan is prevention," said Supervisor Gromack. "Of course we all hope there will never be a real need to take the pills, but it only makes sense to have them on hand for ourselves and our families, just in case."
The radioiodine, if released in an accident at the Indian Point nuclear power plant would pose the greatest risk to children. If a release did occur, County health officials would direct the affected residents to take these pills as soon as possible and would let them know when it would be safe to stop.
The dose that is recommended for children 18 or younger is 65 mg—the minimum amount that would be effective—but children can be given an adult dosage if a child's dosage is unavailable. Each dose is effective for about twenty-four hours after it is taken.
For most people it is safe to take KI in the correct amount, but each person should contact his or her physician before consuming it to make sure that there would be no negative side effects. As with any medication, it is important to review the full list of warnings before taking KI. It is a non-prescription drug, and can be stored for years if put into a dry, dark and cool place.
Clarkstown Town Clerk David Carlucci stated, "In consideration of Clarkstown's proximity to Indian Point, keeping a dose of potassium iodide for every household member is a prudent precautionary measure." “No Excuse” Absentee Voting

A very easy way to increase voter turn out in New York State, and especially in Rockland County, is to enact “no excuse” absentee voting. Currently, “no excuse” absentee voting is not allowed in 21 states, including New York. In such states, excuses like having to work and a lack of a babysitter or transportation to the polls are not considered legitimate excuses. A majority of other states offer voters the option of voting by mail for any reason, and the State of Oregon holds its entire election completely by mail.
As a young professional, I know all too well how many in our community, especially people right out of college, live in Rockland and commute out of the county every day. Battling the traffic on the Tappan Zee Bridge and traversing 287 should be reason alone to be able to vote absentee. Many commuters would benefit from “no excuse” absentee voting.
The men and women that work hard at the Board of Elections have a great deal of responsibility in protecting the integrity of our elections. By eliminating this requirement of excuses, the Board of Elections can spend more time on making sure that the people applying for an absentee ballot are actually registered and are who they claim to be, instead of deciding whether or not their excuses for an absentee ballot fall under the requirements of New York State election law.
Our community can benefit greatly by allowing all of our residents the opportunity to vote absentee, no matter what their reason may be.

Scouting the Records

Cystic Fibrosis Foundation Needs Your Help!

I would like to let everone know about a leadership opportunity for students while they support the lifesaving mission of the Cystic Fibrosis Foundation. The Cystic Fibrosis Foundation is forming a new Cure Finders Student Youth Board. Cure Finders is the CF Foundation's annual school fund-raising program for grades K through 12, working for a cure to a disease which affects about 30,000 children and adults in the United States.
Members of this prestigious panel will recruit schools to participate in Cure Finders, organize and lead other students and volunteers in fund-raising activities, and raise awareness of cystic fibrosis and the need to fund lifesaving CF research and care. Students engage in friendly competitions, to see which classroom can raise the most funds for CF research and care. They also compete with other schools in their communities (and nationwide) for the honor of becoming the top Cure Finders school in the country.
With the school year just beginning, many students are looking for ways to earn community service hours. Serving on the Cure Finders Student Youth Board would be a great way to serve our community and gain leadership skills, while making a difference in the fight against Cystic Fibrosis. If you know a middle or high schooler with leadership potential and the desire to make a difference, then I urge you to nominate the student to serve on the Student Youth Board at www.cff.org

Remarkable Exhibit

The other day I had the good fortune of experiencing one of the Historical Society of Rockland County’s exhibits titled, “Sports in Rockland County: 100 Years of Cheers.” It was amazing to see the vintage sports equipment, memorabilia and rare photographs. One of the many photographs that was very exciting to see was of baseball legend Babe Ruth, practicing right here in Haverstraw. The employees and volunteers at the Historical Society of Rockland County did an extraordinary job collecting all of the material and presenting it in such a fun and imaginative way. Walking through the exhibit, it is easy to envision what the cheers must have been like 100 years ago. I recommend to anyone that is interested in the History of our county to take a trip to the Historical Society of Rockland to see this remarkable exhibit.

231st birthday of the American Flag!!

June 14th of this year marks the 231st birthday of the US Flag. Many of us mark the day by flying our flags, wearing something patriotic, or attending a patriotic event. Much like the 4th of July, many of us celebrate the day with a good, old-fashioned barbeque. As Americans, whatever we choose to do on Flag Day, we should all pause to reflect on what the American Flag means to each of us. With our brave men and women in the armed forces serving so valiantly during this time of war, it is especially important to commemorate their service to our country by honoring the very flag veterans of past wars courageously fought to defend. Without their sacrifices, none of us would have a flag to honor.
The Flag of the United States of America is a source of pride that deserves our deepest respect. To respect a flag properly, when it is ready to be retired, is to burn it in a special Flag Retirement Ceremony. That is why I am asking the residents of Clarkstown to drop off their old, worn flags to the Clarkstown Town Clerk’s Office at 10 Maple Avenue, New City, N.Y. We will then make sure the flags are retired in the proper manner.
Last year, I instituted an essay contest open to all Clarkstown residents. The essay’s theme was: “What the American Flag Means to Me.” Type-written essays should be submitted to the Town Clerk’s Office by July 31, 2008, and include the writer’s name, address, age, and a phone number. The contest winner’s achievement and name will be written in an archival book that will become part of the Town of Clarkstown’s permanent archives. It is my hope that the Clarkstown residents who participate in this contest will be able to have a forum to express their feelings for our flag and how much it means to them. As proud Americans, may we long honor our nation’s symbol, not just this Flag Day, but every day.

Jacob Youmans

Descendents of Jacob Youmans, along with Clarkstown Town Clerk David Carlucci & Commissioner of Veteran Affairs Jerry Donnellon, dedicated a long overdue plaque received from the federal government in honor of Jacob Youmans’ service to our country during the Civil War. In 1862, at the age of 18, Jacob Youmans decided to enlist in the US Army. On August 14, 1862, Jacob Youmans became a private. On September 2, 1862 Jacob was mustered into the army in Yonkers, NY. He was in Company K, Regular New York Heavy Artillery Volunteers. Jacob was in the army for a few months. Then, on December 23, 1862 he was admitted to the Army Hospital at Fort McHenry, Baltimore, MD with typhoid fever. He died three days later. Jacob was later buried right here in the Youmans Family Cemetery across from the present day Clarkstown Town Hall.

New Metered Parking Waiver!

As an issuing agent of handicapped-parking permits, I would like to inform everyone of a new metered parking waiver that is offered by the New York State Department of Motor Vehicles. The waiver is intended for use by those individuals whose severe disabilities make it extremely difficult to put payment into a parking meter when traveling alone; thereby, allowing the holder to park in a metered parking space, anywhere in New York State, without paying the meter fee. This applies to all metered parking spaces, even those that are not reserved for persons with disabilities. However, the following restrictions apply: the waiver holder must be driving the vehicle; and therefore hold a valid NYS Driver’s License, must not be accompanied by a person who is able to put payment into a meter, and must observe any time limits associated with metered parking spaces. The waiver does not replace the parking permit or license plates for the disabled, which requires a separate application. If you park in a space reserved for the disabled that has a parking meter, your vehicle must display the parking permit or plates and the metered parking waiver for you to legally park in that space and not pay the fee.
Applications for a Metered Parking Waiver for Persons with Severe Disabilities, which must be signed by a doctor, are available at the Town Clerk’s Office at 10 Maple Avenue, New City, and on the web site, www.clarkstownclerk.com, for Clarkstown residents who meet all the requirements for a permanent (blue) handicapped-parking permit and have a severe disability that limits one or more of the following: fine motor control in both hands, ability to reach or access a parking meter due to use of a wheelchair or other ambulatory device, and ability to reach a height of 42 inches from the ground due to lack of finger, hand, or upper extremity strength or mobility. New York residents outside of Clarkstown should apply for a waiver at their own city, town, or village, not directly to the DMV. It seems there is never enough hours in the day to accomplish everything we need to get done. More and more, our work hours encroach upon our personal time, leaving the weekend to rush around, robbing us of what little time we have for family and relaxation. To make matters worse, many errands require taking time off from work, costing us either personal or sick time. Therefore, I am pleased to say that the Clarkstown Town Clerk’s Office offers evening hours on the nights of the Town Board meetings, the next evening hours will be Tuesday April 15th as we will be open until 8pm.
My mission has been to make the Town Clerk’s Office more accessible to the residents of Clarkstown. Offering evening hours enables residents to avoid the inconvenience of having to take off work simply to avail themselves of the many services we offer. This can be a particular nuisance for couples seeking a marriage license, since it necessitates two people leaving their jobs just to apply.
Tuesday April 15th the Clarkstown Town Clerk’s Office will remain open until 8pm. My goal has always been to improve the lives of Clarkstown’s residents, with the extended hours being an integral component of achieving that goal.

Operation Safe Child A Success

For the first time since 1952, neither a sitting president, nor vice president, is seeking the nomination of their party to run for president. This makes the primary process wide open for many candidates, making our vote extremely important! This year, the Presidential Primary is very exciting for New Yorkers. For the first time, the primary has been moved up to February 5th, the earliest it has ever been. Previously, the primary has been held in March, and as we all know, by that time the winner is pretty much all but wrapped up! This Year, on February 5th, we will go to the polls and vote simultaneously with 23 other states.
The purpose of the Presidential Primary is to elect delegates to go to the parties’ national conventions this summer to decide who will carry the banner for their party. In NY, the Republican and Democratic primaries are a little different. For the Democratic Primary, each of the 29 Congressional Districts in NY are like individual primary races. In each Congressional District, a presidential hopeful can get as many as 6 delegates. Therefore, multiple candidates can pick up any number of delegates. Whereas in the Republican Primary, it is winner take all for the whole state!
Both primaries are promising to be very exciting, as NY has one of the greatest number of delegates of any state in the nation. Whether you are a registered Democrat or Republican, go out and make your voice heard, by voting in this very important primary! If you are not registered to vote, it’s not too late! Being that the last day to register to vote for the New York State Presidential Primary is Friday January 11th. I teamed up with Clarkstown High School North & South Students this week to hold voter registration drives right at their High Schools! We registered over 100 students that most likely would not have registered in time for this years election unless we were there to make it easy for them to register! I was really surprised at how many students actually wanted to register, many of them had said that they were wanting to register for a while but did not know were to do it or just did not have the time! Many of the students that were not 18 yet still seemed interested and I think it cemented the idea with them that as soon as they are of age they will register and not even think twice about it!

E-Records Symposium

New York State Archives Region 9 Advisory Committee recently sponsored an E-Records Symposium at the Suffern Free Library. The E-Records Symposium covered many topics of importance to people responsible for record keeping! There were over 50 local and state government attendees from Rockland, Westchester, Dutchess, Putnam, Orange Counties, and NYC. Some of the many topics included, Trends in Electronic Records Management, Freedom of Information Law, Geographic Information Systems in Local Government, Retention and Disposition of Electronic Records, as well as many other very important issues. CHARITABLE GAMING SEMINAR

Clarkstown Town Clerk David Carlucci is inviting community members to a seminar on Charitable Gaming on Tuesday October 30, 2007. Charitable Gaming is an activity that many non-profit organizations utilize for fundraising.
The two hour seminar will take place at the Clarkstown Town Hall Auditorium from 7pm-9pm. Representatives from the New York State Racing and Wagering Board will be present to conduct this seminar. Clarkstown Town Clerk David Carlucci is inviting community members to a seminar called, “A Parent’s Guide to the Internet.” The New York State Division of Criminal Justice Services – Missing and Exploited Children Clearinghouse staff will address dangers that put children at risk every time they go online, including: online enticement, access by children to inappropriate sites and cyber bullying. Other issues to be discussed are: email, instant messaging, blogs and social networking sites, such as MySpace.com. Safety tips and rules will be suggested, as well as a demonstration on setting parental controls. Carlucci stated, “I am dedicated to improving the safety of children in our community. According to Carlucci, “The Town Clerk’s Office is responsible for maintaining and managing records for Clarkstown dating back to 1752. We have grown from a population of 2,000 to over 85,000. Managing and preserving 255 years worth of documents, with many being historical and fragile, in a more efficient manner, has been my goal since taking office in 2006.” The LGRMIF Grant will fund the microfilming, digitizing, and indexing of Board Minutes, Local Laws, and related Town records, as well as, approximately 42 cubic feet of Vital Statistics (Death, Birth, and Marriage).
The Town records, some of which are of great historical value, exist as paper records. These records are vulnerable should a disaster strike, and the multiple requests for records the Clerk's Office handles on a daily basis require time-consuming searches of these paper records.
“In a post-Katrina world,” stated Carlucci, “we can see how imperative it is to safeguard our Vital Statistics as part of an effective Emergency Management Program. Many Clarkstown residents had devastating losses from April’s nor’easter. I want our residents to be confident that their vital records will be readily available.” Carlucci continued, “With identity theft being so prevalent, this grant will go a long way in assuring that social security numbers are redacted from any vital records disseminated.”
Microfilming and digitizing the Clerk's records was selected as the optimum technology for protecting the hundreds of years of records, providing disaster recovery capability in various media, and expediting retrieval. Clarkstown Town Clerk David Carlucci acknowledged Sister Stephen Gerard, O.P., Principal of St. Paul School, Valley Cottage, Nina Kwiecinski, Daughter of the American Revolution, Shatemuc Chapter, Stony Point, and Joseph Miele, Korean War Veteran, New City, with Certificates of Achievement at the August 14th Town Board Meeting held at Clarkstown Town Hall. They were recognized for being the winners of the first essay contest sponsored by Clarkstown Town Clerk David Carlucci in honor of the 230th birthday of the American Flag this past Flag Day. The essay contest’s theme was “What the American Flag Means to Me.” The contest winners’ accomplishments are now recorded as a part of Clarkstown’s permanent archives.
In 2006, the Town Clerk began an initiative in which residents were invited to bring old, worn, torn or faded American Flags to the Town Clerk’s Office so the flags could be retired in a proper Flag Retirement Ceremony. “Many people who returned flags had a story to tell, so why not offer everyone a forum to express these heartfelt feelings,” said Carlucci. “I hope those who participated in the contest took away a deeper meaning and maybe even a newfound respect for the American Flag.”

Historic Map Comes Home to Clarkstown

I would like to express my sincere thanks to Jean Adams Bolton for her donation to the Clarkstown Town Clerk’s Office of a replica of a Rockland County map drawn by R.F. O’Connor in 1854. The historic map had hung in the office of her father, Charles R. Adams, Jr., who was employed by the Town of Clarkstown from 1946 to 1975. During his tenure with the town, Mr. Adams served as Deputy Town Clerk, Coordinator of Sewer Construction, Director of Purchasing, and Comptroller.
His daughter was also kind enough to include an old newspaper clipping about her father’s retirement in 1975. In it, Charles R. Adams, Jr. was quoted as saying, “You should have seen New City in 1946. Just 1500 people, a one truck fire dept., and no street lights.” He went on to talk about his days as a Volunteer Fireman with the West Nyack Fire Co., “when there were no hydrants. We used to fight fires with water pumped from lakes, ponds, streams, and wells.”
Needless to say, MUCH has changed in New City, with a population of approximately 35,000, totaling nearly 85,000 for all of Clarkstown. While Mr. Adams spoke of doing calculations without benefit of calculators or computers, we are about to embark on a digital imaging project of the town clerk’s records, having been recently awarded a state grant.
I am very appreciative of Mrs. Bolton’s thoughtfulness in donating this beautiful map. She stated in her letter to me, “I know my father would have enjoyed its return to 10 Maple Avenue.” Indeed, now Charles R. Adams, Jr.’s map sits proudly on the wall of the Town Clerk’s Office office, having come full circle to its original home. Any residents who wish to come view the map are welcome to do so at the Town Clerk’s Office. I am grateful to Mrs. Bolton for her generous donation and for sharing her father’s long history of service to Clarkstown, as I look forward to having the honor of serving the people of Clarkstown for many years to come.

Bill Clinton Visits Clarkstown

The other day I had the unique opportunity to meet our former President Bill Clinton. President Clinton was in Clarkstown to speak to residents about his experience in the White House and where he thinks the United States is headed. Bill spoke for about an hour and one of the main ideas that came across is how government must embrace technology to better serve all residents. I was very happy to see Bill Clinton acknowledge how technology is changing everyday, and how through the right implementation, we can improve the quality of service to our residents, while driving down the cost of government. This is something that I strongly believe and have worked hard to implement right here in Clarkstown!

This will keep you in the loop as to the many programs and services provided by the Town Clerk’s office, such as the Mobile Office, evening hours, and many other services. Cornell Municipal Clerks Institute

This past week, I had the great fortune of participating in my second year at the Cornell Municipal Clerks Institute, located in Ithaca, New York. The Cornell Municipal Clerks Institute is a premium educational opportunity provided by a partnership between the City and Village Clerks and the Town Clerks Associations of the State of New York and Cornell University's Community and Rural Development Institute (CaRDI). Small classroom lectures, hands-on computer labs, group activities, self-evaluations, and informal discussions are all used during these trainings. After completing 100 hours of this program, I will be eligible to become a Certified Municipal Clerk (CMC). From my participation, I have gained new knowledge and skills and enhanced the administration of the Clarkstown Town Clerk’s office. This is a steady increase from previous years, but more of America’s youth need to get their voices heard. In an effort to increase voter turnout in the younger demographic, David Carlucci is making voter registration easier via a type of technology used daily. Now, registering to vote is as easy as using your cell phone to text a message. 200th Wedding Ceremony on 7/7/7!

Clarkstown Town Clerk David Carlucci officiated at his 200th wedding ceremony on 7/7/7, which may be the busiest day for weddings in history, due to the lucky number seven. Congers residents, Anthony and Eileen Bacchi, chose to join the wave of couples marrying on 7/7/7 throughout the world. The nuptials took place at Germonds Park in West Nyack, which also happened to be Serendipity Saturday at the park. Carlucci stated, “Mr. and Mrs. Bacchi surely made the day even more serendipitous. It was a great honor to officiate at their wedding and I wish them all the luck in their future together.”

I am very excited that I have recently been appointed by New York State's Acting Commissioner of Education, Kathy A. Ahearn, to the Local Government Records Regional Advisory Committee for Region 9. The Regional Advisory Committees advise the New York State Archives and the Local Governments Records Advisory Council (LGRAC) on the delivery of regional advisory services and grants-in-aid to local governments under the Local Government Records Management Improvement Fund. The Regional Advisory Committees operate under procedures adopted by the New York State Archives. Working with my esteemed colleagues throughout the region in formulating measures that seek to improve the services provided by the Records Management Officers in our local governments is going to be awesome! Congresswoman Nita Lowey & Carlucci Team Up For Mobile Office

Student Goverment Day

Recently, the students at Clarkstown High School North, (my alma mater), shadowed myself and many other government officials for the day at the Clarkstown Town Hall. I was very impressed with the enthusiasm and interest the students had in the actions of their local government. When I was a sophomore at CHSN, I had the good fortune to shadow a town official for the day, and it truly inspired me to get involved in my local government. I believe that any time students are challenged to think about how they can contribute to the community, everyone benefits! I can't wait to do this again, and I would like to invite any school or organization to contact me if they would like to set up a student government day or even a tour of the Town Hall!

Evening Hours!

It seems there is never enough hours in the day to accomplish everything we need to get done. More and more, our work hours encroach upon our personal time, leaving the weekend to rush around, robbing us of what little time we have for family and relaxation. To make matters worse, many errands require taking time off from work, costing us either personal or sick time. Therefore, I am pleased to say that the Clarkstown Town Clerk’s Office offers evening hours on the nights of the Town Board meetings, the next evening hours will be Tuesday June 19th as we will be open until 8pm.
Prior to my election in November 2005, I had promised to make the Clarkstown Town Clerk’s Office more accessible to the residents of Clarkstown. Offering evening hours enables residents to avoid the inconvenience of having to take off work simply to avail themselves of the many services we offer. This can be a particular nuisance for couples seeking a marriage license, since it necessitates two people leaving their jobs just to apply.
Tuesday June 19th the Clarkstown Town Clerk’s Office will remain open until 8pm. My goal has always been to improve the lives of Clarkstown’s residents, with the extended hours being an integral component of achieving that goal.

What the American Flag Means to Me

The American Flag means different things to different people, and thus evokes a diversity of feelings in all of us. Whether our family arrived on these shores many generations ago or we are part of a more recent wave of immigrants, whether we can trace our family’s roots to our great Native American Nations or we have only just gained our citizenship, we all share one thing in common; we are Americans and this is our flag. Wherever we go, we represent our flag as much as it represents us. It is our nation’s oldest and finest symbol, and yet, symbolically, we are its greatest reflection.

When our courageous armed forces go to distant shores to defend those whose rights are not protected by their own nations, these valiant young women and men epitomize what the color red stands for in our flag: valor and bravery. When our sons and daughters cheer on the kid who finally made his first hit at a little league game, even though the team is scoreless, those players represent the true nature of what the color white means in our flag: innocence and purity. Lastly, the blue stands for vigilance, perseverance, and justice. Perhaps Americans represent themselves and our flag best when we consider we are the nation who is the largest supporter of charities and has set the example worldwide on making volunteerism a priority. Be it the busy mom making sandwiches for a local soup kitchen for the homeless, or a teenager forgoing a fun filled summer break for a more fulfilling summer spent building homes in the Gulf states for people who lost everything, or a physician donating her expertise to Doctors Without Borders in the war ravaged refugee camps of Darfur, Americans are ever vigilant in their giving and seeking to bring justice to those with no voice of their own.

The question is, what will we do to best honor the American Flag? How will we represent our nation? If we are grateful for our liberty, then we should work to preserve freedom for those who lack it. If we are grateful for the prosperity that our country allows us to achieve, then we should make an effort to spread the abundance we are so fortunate to have to those who have none. Traditionally, the United States is a nation of doers. By taking proactive steps to make this world a better place, we are showing not only our gratitude for living in a land that offers so much; we are showing what it means to be a true American.

The Flag of the United States of America is a source of pride that deserves our deepest respect. Volunteerism is one way to show how much we respect our flag. Another way to respect a flag properly, when it is ready to be retired, is to burn it in a special Flag Retirement Ceremony. That is why I am asking the residents of Clarkstown to drop off their old, worn flags to the Clarkstown Town Clerk’s Office at 10 Maple Avenue, New City, N.Y. We will then make sure the flags are retired in the proper manner.

This year, I am instituting a new essay contest open to all Clarkstown residents. The essay’s theme is: “What the American Flag Means to Me.” Type-written essays should be submitted to the Town Clerk’s Office by June 30, 2007, and include the writer’s name, address, age, and a phone number. The contest winner’s achievement and name will be written in an archival book that will become part of the Town of Clarkstown’s permanent archives.

June 14th of this year marks the 230th birthday of the US Flag. So on this Flag Day, we should all strive to think about what the American Flag means to each one of us. More importantly, we should strive to think about how we, as Americans, want to represent our flag and our nation. Being an American is more than what it says on our passport and waving a flag at a parade. Being an American is more than what we are; it is something that we do!

Immigration Fees To Increase After July 30th!

I always find it gratifying, when attending naturalization ceremonies, to witness the look of pride upon the faces of America’s newest citizens as they realize their dream. Often, these new Americans came to our shores for the same reasons that many of our own ancestors, including my own, came to our great country, for a better life. The path here is usually arduous, and for many, even after arriving, becoming a United States Citizen or even a permanent resident is a daunting process. However, the rewards of attaining US Citizenship is worth any price to the millions who seek to achieve it.
Nonetheless, that price is to increase, at least monetarily; therefore, those seeking to adjust their immigration status should try to do so prior to the proposed fee increases taking effect on July 30th. The application fee for citizenship and the fee for becoming a legal permanent resident are due to increase dramatically according to the U.S. Citizenship and Immigration Services (USCIS). These increases are proposed in order to cover the costs of processing applications. As a result, USCIS expects to process applications 20 percent faster over the next three years.
Many who are deciding to adjust their status are likely to find the proposed fee increases a hardship, as such, applying prior to the increases taking effect on July 30th 2007, would seem like a wise choice. Becoming a citizen will also provide individuals with all the rights that every American enjoys, including ease of travel. One of the greatest rights American citizenship will afford is the right to vote. Living in a nation and being able to help decide its future, through the right to vote, is a privilege that makes all Americans equal, whether we are born a US Citizen or choose to become one. As Supreme Court Justice, Louis Brandeis, so accurately stated, "The only title in our democracy superior to that of President is the title of citizen."
Before my current position as Clarkstown Town Clerk, I had the great fortune of serving Congressman Engel as assistant for his Rockland District office. Most of my time there was spent helping Rockland residents navigate through the process of applying for citizenship, permanent residency and many other immigration applications. Even if you already have a green card or a naturalization certificate, I would strongly recommend that you take a good look around and make sure that you have not misplaced these important documents because the fee for replacing them will also increase dramatically after July 30th.
